We have a project that requires an elliptical angle and flat bar for an opening in the floor. Can this be done in Advance Steel and if so, how?

This can be done in Advance Steel.
You can do an elliptical angle by drawing a polyline with the polyline tool. You can also use any of the AutoCad tools to draw your polyline. For exemple, draw your ellipse and trim it where needed, then do the function "pedit" and transform your line to a polyline. You can then use the beam from line command.
