Cannot find the option for adding special parts from the AS2013 Tool palette

HI! I can not find the option for adding specail parts. Neither the toolpalette nor the command is working. I am working with Advance Steel on its own CAD platform.
I have seen in the user manual that the buttom is under TOOLS palette, but I can not see any optinon there

To see the "Insert special part" button on the tool-palette, you need to scroll down in the respective tab, which is larger then the standard sized palette can display. On the right you can notice a small scroll bar.
